Deputy Speaker, I beg to give notice of the following Motion:- THAT, aware that Article 53(1)(b) of the Constitution provides for the right of every child to free and compulsory basic education; further aware that the current national transition rate of children from primary to secondary schools is slightly above 50 per cent; noting that this is much lower than the international average of 85 per cent; further noting that this low transition rate is attributable to the exorbitant cost of secondary education, this House resolves that the Government allocates adequate funds for infrastructure development and employment of teachers in order to guarantee free and compulsory quality secondary education to every Kenyan child in compliance with the Constitution. Thank you."
