    "content": "It is quite expensive to get a licence. I have trained my youth in Kitui Central. I trained about 200 and spent over Kshs1 million because of the high expenses. So, I imagine that if it was subsidized to Kshs2,000 or Kshs1,500, then we can train a majority of those people and everybody will have a licence. At the end of the day, we can make sure that we minimize the accidents. At the same time, one of the challenges I faced as I did this is the fact that I had to ferry the young people from wherever they were to Nairobi for the licences. That is why I like the second point in this Motion, where we are saying that we should decentralize the licencing units so that we can have them at the county level. That way, if you are training them in Kitui County, they can get their licences at that level. They can get tested in Kitui County and get their licences in Kitui County. That way, we will be making it easier for the young people to get licences."
