    "content": "Humphrey has actually noted that a gap exists even though we have funds that deal with youths, women of all ages, the disabled and so on. We have a group of people, especially men of 35 years and above who are aggrieved. Wherever I go in my constituency, these people wonder why the Government has forgotten them. What hon. Humphrey has done is a good gesture. My only suggestion is that we need to have experts in this country who should give us the way forward in amalgamating these funds and then we look for an authority to manage them. We need to promote entrepreneurship in Kenya for purposes of economic growth. We need to ensure that we have institutions that are sustainable and goal oriented so that they achieve the intended purposes. We need to achieve Vision 2030 and to get there we should ensure that all these resources are properly utilized. We realize also that there are age brackets where innovations are higher than others. There are also situations where experience is required."
