    "content": "Hon. Temporary Deputy Speaker, I think the Jubilee Government has failed to stop the killings at the coastal region, and the use of our young people to get involved in terrorist acts. The Jubilee Government has also failed to let us know who the people behind the killings in Lamu and Westgate were. This has not come out clearly. The Government has also failed to motivate our officers. You remember when the officers were being recruited there was a lot of corruption, and up to today we do not know when the recruitment of more police officers will be resolved.
