    "content": "Mr. Speaker, Sir, as probably the hon. Member knows, we have several levels at which we offer healthcare. The first one is the community level. The second one is the dispensary level. The third one is the health centre level. The fourth one is the sub-district hospital level. We do not, as a matter of fact, build mortuaries at the dispensary level. Therefore, we cannot, as a matter of policy, build a mortuary at the dispensary. The best you can do is to identify that dispensary and upgrade it from level one through to level four before you can ask the relevant Ministry, which is the Ministry of Medical Services, to put up a mortuary there."
