    "content": "Hon. Speaker, I think most of what I wanted to say has been said. However, I have a problem with the idea that when we refer to State officers, we always try to narrow down to Members of Parliament. I think that is discriminatory. State officers, as far as I know, include the President, the Deputy President, Cabinet Secretaries and even members of county assemblies (MCAs). In so far as that advisory has not been issued to those other bodies, I think it is discriminatory."
