"content": "Thank you, hon. Speaker. I just want to contribute to this debate which is very good, so that we can know where this came from. A whole committee of this House went round and came up with a law which this House passed. The letter is very clear. If you are not soliciting or not doing what the letter is saying, you are not being told not to give. Nobody stops anybody from giving. So, when a constitutional commission created by this House is doing its work, it is wrong in my view to say that the ink used in writing the letter is not worth that. Let us be sober and read the letter. If we think the law is wrong and times have changed in Kenya, we should change it."
