    "content": "Imagine if we get to a situation where the Cabinet Secretaries do not appear. In my view, what the hon. Speaker has to do next is to tell the President. The President has to appear in Parliament for the constitutional time that he has to appear in Parliament and also come on behalf of the people who are accountable to him like we have it in Article 152(2). That is because all Cabinet Secretaries are individually and collectively accountable to the President. If they do not do that, then it means that the President himself must come to account to the public in terms of what exactly needs to be done."
