"content": "It is not a new tradition. If you look at practices in a country such as France which has a presidential system and Cabinet Secretaries who are not Members of Parliament, you will find that they still go to the French Parliament to answer questions. If you look at a country such as Senegal and a few other jurisdictions, you will find that there is--- We cannot just be straight-jacketed to laws that exist and the Constitution in writing and say that separation of powers is the end. We actually have separation of powers. Calling Members of the Cabinet to Parliament to account does not in any way negate separation of powers. It does also not make them Members of Parliament or the Legislature. We are not calling them here to represent anybody; neither are we calling them here to legislate.
