    "content": "Mr. Deputy Speaker, Sir, the relevant Standing Order that you are referring to; which is Standing Order No. 24(6) states: “A Senator may give a notice of Motion, that “The Thanks of the Senate be recorded for the exposition of public policy contained in the Address of the President” but debate on the Address shall not exceed three sitting days.” This indicates that it is not mandatory. In my opinion, this matter has been overtaken by events and it is not mandatory that we discuss it."
