Members then to debate or to oppose a ruling that you have already made pursuant to Standing Order No.1? You already made a ruling on the matter and you have given a Communication. Are there not any other channels through which such ideas can be channeled, like the Committee? Since he has given Communication, it is not in order for us to even debate the Communication. It is very magnanimous for us to debate it, so, I think the hon. Member is out of order to start opposing the Communication that you have given."
