Gumbo and I said that we need to pass a law that will require a Member to have the basic education to read a Bill. You do not need to go and do research. If you look at the backside of any Bill, there is an element written “Memorandum of Objects and Reasons.” If you go to schools that teach good English and you are as sharp or intelligent as the hon. Member for Ndhiwa, then you can read and contribute to a Bill."
