    "content": "THAT, aware every Kenyan having attained the age of 18 years is entitled to be issued with national identity card (ID) upon registration; further aware that a national identity card represents ‘proof’ of citizenship without which an individual may not have access to basic services, including exercising the right to vote; cognizant that the number of persons who are yet to be issued with the national identity cards has risen over the years and was recently estimated at 12,000 persons in Wajir, Garissa and Mandera counties alone; this House urges the Government to urgently put in place measures that will ensure that all eligible Kenyans are duly registered and issued with national identity cards."
