    "content": "Well, hon. Temporary Deputy Speaker, they will not produce if that fund is put in place. The funds that have been given to women and youths and, even by extension, to persons with disability are intended to bridge the inequality gap that is there in the country. If the fund is set up, it will make a mockery of all the affirmative action that we have been trying to put in place in this country. Hon. Temporary Deputy Speaker, we know in Kenya that men have better access to resources as Mhe. Gladys Wanga has said, including land, jobs and so on. You just have to look at the face of this House to see that men between the ages of 35 and above are better placed in this country than the women and youth.
