"content": "Mr. Temporary Deputy Speaker, Sir, the Minister say there was an importer who could not supply the required amounts of petroleum products. Why do they give tenders to companies that are unable to supply what is required of them? What action does the Ministry take when a tenderer fails to import what is required, holding the country at ransom, as has happened? Finally, why could the National Oil Corporation of Kenya (NOCK) which is a corporation of the Ministry, not supply or get the petroleum which was in stock? The Minister said the marketers failed to go for the stocks that were there? Why did the NOCK not supply the necessary petroleum that they had?"
