    "content": "As you are aware, it is the discretion of the CORD Coalition to decide who should be their Whip. Indeed, communication was done, and hon. Thomas Mwadeghu has since been the Minority Whip. In line with Standing Order No.171, he is actually going to the House Business Committee because of the position of Minority Whip that he holds. As my friend has clearly put it, maybe, just to paraphrase, Standing Order No.171, paragraph (3) says that in nominating the Members to the House Business Committee, each parliamentary party shall include its whip. For the sake of CORD, it is high time that hon. Mwadeghu moved into the Committee. The House Business is the one which makes decisions as far as the flow of business in this House is concerned. As we move on, we must also have the interests of the CORD Coalition and the Jubilee Coalition. It is important that as we have the Majority Whip in that Committee, we also have the Minority Whip sitting in the Committee. So, I do not see much ado on this matter. He has to be in the Committee by virtue of the fact that he is the Minority Whip, so that we can move on in the spirit of team work. With those remarks, I beg to second."
