"content": "Hon. Midiwo, unfortunately, through previous rulings, both by me and my predecessors, the House and the Chair shall never act in vain. There is the possibility of the Cabinet Secretary coming here to explain the matter in a way different from the way you know it. If the Chair were to give directions in the manner that you have suggested, and then it turns out that she has a different explanation, the Chair will have acted in vain. It would not be right for the Chair to issue directives of that nature. The best way is to ensure that the Cabinet Secretary comes to explain this matter to the Committee in the course of the week, as it has been said."
