Deputy Speaker, some of the functions of some of the institutions proposed such as the basin committees tended to mix policy functions, implementation functions and regulatory functions in bodies that do not have a corporate entity such as the Water Basins Authority. So, we will be urging the House to support our amendments so that if it is a policy function it goes to the national Government or the county government. If it is a regulatory function, it goes to the regulator and if it is an implementation function, it goes to the counties.
