    "content": "Clauses 107 and 108 on water use and development talk about levies that will be levied by the counties. I think underground water, sewerage or drainage need proper planning. There is need for the establishment of a policy both at the county and the national level. This Bill should explain how we can have this policy. For example, if you have towns, urban centres or cities and there is no proper planning in terms of sewerage or how to get underground water, you will not have proper development there.
