    "content": "Hon. Temporary Deputy Speaker, thank you for also giving me this opportunity to contribute to this very important Bill. First and foremost, I support this Bill and I think it has come at the right time. Water is life as my colleagues have said. I always find it very strange that we have a mismatch in this country. When it rains, there is a lot of flooding around and nobody cares about what is happening with the water that we get from rain. When there is drought, there is a shortage of water. When I look at this Water Bill and I know that we have a very able Chair, hon. (Ms.) Abdalla, I know that her Committee must have done a lot of work. When I look at this Bill, it needs a lot of work and I will personally bring many amendments, so that we can take care of the needs of our people. I come from Narok West and Narok County generally has a serious shortage of water. In most cases, our people travel all the way to Tanzania looking for water. I always ask myself why that is so; when you go to Tanzania, which neighbours my constituency, you see the government has done a lot of work in terms of conserving water resources. But in this country, we are busy grabbing sources of water. We have not done a lot of work particularly in this area. When I was growing up, it was a serious rule that nobody could go close to 100 meters from the river; but when you look around, you see people putting up houses next to sources of water and even grabbing water paths. I really think we have to do a lot of work to this Bill because it is important.
