Chairlady, the import of this amendment is that when a member of the public discovers a mineral they are usually scared of reporting the discovery because then the people in the Ministry will give that information to somebody else, who will not give the discoverer an opportunity. Our amendment speaks to protecting the person who gives that information, and wants them to be the first person to be given the right of refusal to mine that mineral. So, this is protecting local people. This is informed by a local miner who informed us that he knows that in his village there is copper. He has been mining it but he has no intention of telling the Government about for he has to protect his business. That is what the import of the amendment is."
