Chairlady, the Committee has looked at this amendment and we are proposing to oppose it on the ground that it is constitutional that minerals are vested in the national Government. Institutions that are making decisions on the same are national Government institutions; introducing counties would be giving them a function that they have not been given by the Constitution."
