Chairlady I beg to move:- THAT, Clause 16 be amended- (a) in sub-clause (1) by deleting the words, “for social economic development and national security purposes”; and (b) in sub-clause (3) by deleting paragraph (a). Hon. Chairlady, this amendment is intended to make this clause more investor- friendly by deleting the issue of social economic development and national purposes, so that the Government does not need to explain its social economic reasons for declaring a mineral strategic. That is the import of the amendment. If a mineral is strategic and has been declared so in consultation with the Cabinet, then it is strategic. We do not have to give the social economic reasons."
