Chairlady, I beg to move:- THAT, clause 32 be amended- (a) in the marginal note by deleting the words “except mining lease” and substituting therefor the words “for large scale operations”; (b) in sub-clause (1) by deleting the word “may” and substituting therefor the word “shall” ; (c) by deleting sub-clauses (2),(3),(4),(5),(6),(7),(8) and (9) and substituting therefor the following new sub-clauses – (2) The Cabinet Secretary shall, on the recommendation of the Mineral Rights Board, approve or reject an application- (a) within ninety days in the case of an application for prospecting license or reconnaissance licence; or (b) within one hundred and twenty days in the case of an application for a mining licence; (3) Subject to sub-section (2) the Cabinet Secretary shall notify the Mineral Rights Board of the decision to approve or reject an application before notifying the applicant. (4) Subject to subsection (2), the Cabinet Secretary shall notify the applicant in writing whether the application has been accepted or rejected.
