Chairlady, if you read subclause (4) it says “Subject to subsection (2), the Cabinet Secretary shall notify the applicant in writing whether the application has been accepted or rejected.” I am saying the reasons for rejection must be given; that is the amendment I am proposing because what may happen is that the Cabinet Secretary may just write a letter telling you that your application has been rejected and that is all. I would like to know why my application has been rejected. It is my humble opinion that it shall be civil to give reasons in writing for rejecting the application for mineral rights. It will help promote social justice as enshrined in Chapter 4, Article 19 of the Constitution. I rest my case."
