    "content": "How do we ensure that we are engaging our community, if we are not, from the word go, making sure that we are working with the community? The land is found within the community; the community has to be engaged. We have rules in this country that a certain percentage of resources that are found within that community benefit that community. It should be very clear and I wish to see that as (c), the way hon. Mwaita is suggesting. I wish to urge the House to support so that our communities are able to benefit and be aware, from the word go, that they are also part of the process and they are part of the benefits that accrue from their resources."
