    "content": "“(2) The holder of a retention licence may, at any time but not later than three months before expiration of the initial term of the licence, apply to the Cabinet Secretary for a renewal of the retention licence in the prescribed manner.” “(3) The Cabinet Secretary on the recommendation of the Mineral Rights Board shall grant a renewal of the term of the licence for a further period not exceeding two years.”"
