"content": "Mr. Temporary Deputy Speaker, Sir, the Minister has made an effort to answer the Question. The first part of the Question indicated an influx in the area that Mr. Cheruiyot has talked about. The Minister has also admitted that the population within the two adjacent constituencies is very high. Some of the health centres have been upgraded and we have a big shortage of clinical officers. Could the Minister tell the House the policy that is in place as these dispensaries are upgraded to health centres? If they will be upgraded, why should we have to wait until the Public Service Commission releases the appointment letters?"
