    "content": "Hon. Temporary Deputy Chairman, I was just wondering now that they are replacing the Temporary Deputy Chairman if they could also replace the Chairperson moving this amendment. However, now that we are about to finish let me proceed. I beg to move:- THAT, Clause 188 be amended by deleting the word “ten” and substituting therefor the words “two years” wherever it appears and deleting the word “ten million” and substituting therefor the words “ two million”. This is to reduce the penalties for offences not clearly stipulated. We are reducing them from ten years to two years and from Kshs10 million to Kshs2 million in order to protect small scale and artisanal miners who are found committing these offences that do not have a specified penalty."
