    "content": "(5) The Cabinet Secretary shall hear and determine any objection to an application under sub-clause (4) through the Minerals Rights Board. This new clause is intended to provide for public participation in the application process by requiring the Cabinet Secretary to give notice to land owners, communities and county governments before issuing a mineral right to anyone. The amendment also requires that a notice be published in the newspapers for 21 days so that there is input provided on this application."
