Speaker, the Committee received a memorandum that was presented by the Cabinet Secretary for National Treasury, and the Cabinet Secretary for Commerce, Tourism and East Africa Region. It was presented to the House on 22nd July, 2014 for consideration and ratification, pursuant to Section 8 of the Treaty Making and Ratification Act, 2014, and the Constitution of Kenya. The Cabinet Memorandum and the Protocol are annexed to this Report."
