    "content": "Yes, hon. Temporary Deputy Speaker. Let me begin by thanking this House for the support that each and every hon. Member has given us as a Committee. I only wish to clarify the fact that the issue of land that was raised has a factor in the formation of this monetary union. The issue of land was sorted out in the Common Market Protocol which stated that land will be left to the national issues, therefore, it will not become a regional issue. One of the Members asked something on the issue of a referendum in the course of amendment of the Constitution. Under Article 231, there is no referendum that will be required to amend that particular provision. There are more benefits to these than there are challenges or disadvantages. I, therefore, say that this is a good Protocol that we are engaging in as Kenya and as East Africans for the benefit of the people so that we can become one people and one destiny. I pray that this House approves and ratifies the protocol as it is."
