    "content": "Thank you very much, Hon. Deputy Speaker, for giving me this opportunity. The Bill we are discussing today is a very important one. As a matter of fact, every hon. Member has situations in their constituencies regarding water. The Bill as drafted is good but there are certain areas that we need to take a harder look at because of what appears to be duplication of functions within the authorities that have been under this Bill. To get to the gist of this Bill, perhaps we need to look at the constitutional provisions that anchor the need for this Bill. Section 4 of this Bill clearly gives the guide that the applicant of this Act has to be within those confines.
