    "content": "If you read this Bill further, you will find other things that are self-contradictory and I do not know what the drafters were thinking, particularly in Article 112. Hon. Temporary Deputy Speaker, if you look at the problems we have in our country, particularly pertaining the national Government and the county governments, there are provisions of the Constitution that are not explicit; that are not clear on who has a particular role; whether it is a county role or national Government role.
