    "content": "This Bill in clause 112 tends to further that because I do not know what the Equalisation Fund is doing here. If you are trying to establish a water sector trust fund, let it be a water sector trust fund. I do not know what role the Equalisation Fund is playing here. This even goes further to complicate the issue by not clearly stating whether an area is a county or an area could mean anything else in this world because I believe areas are not only counties. That to me sounds like one thing that does not help this Bill."
