    "content": "If we go further to clause 155, it further complicates the whole issue because at the beginning it is said very clearly that this Fund in addition to the Equalisation Fund--- Clause 15(b) goes on to say how you fund this trust fund. It says: “to provide funds from the Equalisation Fund.” At the beginning you said “in addition to the Equalisation Fund”. You cannot again say to get funds into this trust fund, the Equalisation Fund is the one that provides funds to it."
