    "content": "If this was in addition to the Equalisation Fund as it says very clearly in Article 112, then it cannot also be that it is the Equalisation Fund to provide funds to this trust fund. That provides a lot of problems. If you look at it in Article 151(a), it says that these funds are provided by Parliament. So you wonder within the Division of Revenue Bill, is this fund a national fund or a county fund because that has to be clear on who gets funds here."
