    "content": "The same thing happens when you get to Article 115(c), because it says “provide funds for county governments.” So you wonder; is this a national Government function or it is a shared function? It is a mix up and in our Budget we have two very important Bills; the County Revenue Bill and the Division of Revenue Bill. If any fund was to be established, it must be clear where funds are coming from in order to fund this trust fund, particularly the issue of Equalisation Fund where it is completely self-contradictory. Other than that, I want to say that this Bill is timely because we truly need a Bill that does help to provide water for our country and to have such a Bill is very good."
