    "content": "Hon. Temporary Deputy Speaker, clause 61, basically says what has been said for so many years, the old adage that water is life. Water is life and every Kenyan has a right to clean and safe water. We need to actualize the provisions of Article 43 of our Constitution that every Kenyan gets clean water. If I was to tell you today how many Kenyans in rural parts of our country, particularly the pastoralist areas have access to clean water, you will be ashamed of being Kenyan."
