    "content": "We are way below any standard of development with the enormous resources that we have and I think we need to do things better in that area. I am particularly also impressed by clause 100 that provides for regulation; a regulatory regime for people who have licences to do water management. Their licences can be regulated and managed to make sure that they do not overstep some issues. That provides a stop-gap measure and protection for the people of Kenya to make sure that they are protected."
