    "content": "There are many problems in terms of issues of enforcement. There are problems in terms of service providers and payments. There many problems in terms of relationships between what the Constitution now requires and exactly what the Bill has put forward. One thing that the Bill has brought forward that we needed to have looked at in a very different way is that most of the times, we have the board, the authority and the trust fund. A lot more times, there are service providers who are largely public utility companies and many more times we have water disconnections. A lot more times when there are water disconnections, largely arising because payments were not done on time, you realise that the blame largely goes to the transfers in terms of how money is transferred or how payments are done by the boards.
