    "content": "I fully support this Bill because it is in line with the Constitution. Clean water for everybody is a constitutional right. For that reason, I feel very much obliged to support this Bill. There are so many institutions that have been established here. They are going to ensure that we have accountability and other mechanisms in place, so that the water resource in this country is not wasted. With those few remarks, I beg to support."
