    "content": "Again, I have noted that the capacity building that the groups need to use this money resides in Nairobi and the service providers that come to the constituencies to train; I find them, at least, in my constituency, in many ways negligent and not working diligently. Unless we move the capacity building back to the constituencies and also set up secretariats, I do not think the Uwezo Fund will work. We have to do something towards that."
