This Bill is really timely; that the National Council for Persons with Disabilities needs to be more proactive because the moment you are not proactive, a law is just a law. It is written, it comes to life according to how much effort you put into it and how many systems you put into it to ensure that it is actually adhered to. This Bill is trying to do exactly that.
