    "content": "Mr. Temporary Speaker, Sir, this Bill seeks to establish a legal framework so that we can engage with the counties and the national Government concerning persons living with disabilities who are actually a forgotten society. I wish to thank Sen. Njoroge for being so thoughtful about our friends out there and for bringing up this Bill to the Senate so that we can enact it into law. However, the problem that we have is implementation. That needs to be followed up because it is a good Bill. We are going to touch the lives of many people out there. Working through our colleagues, Senators, we should be able to tackle this problem because in my county, Trans-Nzoia County, we have over 500 people with disabilities.
