Although practically 60 per cent of the allocations normally go to the local people and 40 per cent to squatters and other people, but all border areas, including my area, there are many Kenyans who are given IDs. There is also a possibility that some non- Kenyans have been given IDs. The only way he can know as the representative of the people is to know who comes from where.
