    "content": "can be given to the counties. Those governors who squander the money should be sent to the gallows. Health, security and agriculture are the backbone of our people’s livelihood. As we pass this Motion, we should follow it up so that we can come up with a mechanism of salvaging the image of our medical officers who are suffering at the whims of the county governments. I do not understand why the Jubilee Coalition Government chose a banker to head this Ministry because sometimes he does not understand the agonies the doctors. If it was a medic heading such a Ministry, it would have been easier for him or her to understand what goes on in the Ministry. With those few remarks, I beg to support."
