    "content": "THAT, noting that according to the Kenya Integrated Household Budge Survey (KHBS) of 2005/6, it was estimated that 17.5 million people, or per cent of the Kenyan population, live in absolute poverty and live on less than one dollar a day; aware that the Government has been unable to provide them with free medical facilities to ease their burden; conscious that many families have had bodies of their loved ones not released for burial in various public and private morgues for lack of money to clear various fees and charges; mindful that every Kenyan family would wish to accord their departed a decent burial at a place of their choice; this House urges the government to waive mortuary fees in all public hospitals provided the hospitals are reimbursed mortuary expenses by the Treasury.
