    "content": "Mr. Deputy Speaker, Sir, in terms of the analysis that I have given, all I can say in the form of a summary is that all four mobile network operators in Kenya did not meet the minimum overall target of 80 per cent and above. The operators are required to meet 80 per cent of the total QAS parameters and targets in order to be deemed compliant. Therefore, they are not compliant. In terms of compliance with the individual targets, all licensees complied with QAS targets on drop calls, hand over success rates, call set up time and signal strength. All operators failed to meet the call set up success rate and completed call targets. Thank you."
