    "content": "Mr. Temporary Deputy Speaker, Sir, I beg to give notice of the following Motion:- THAT, appreciating that the freedom of speech and information is a fundamental right for all Kenyans as enshrined in our Constitution; realizing that this right ought to be exercised with utmost care and responsibility so as not to send false alarm and thus cause social disharmony; noting that recently there has been a proliferation of polls conducted by private entities and results which may not reflect the realities of the moment broadcasted without prior audit to authenticate the information; aware that the country is geared towards a general election next year, 2012; cognizant of the fact that propaganda and misinformation are potent tools for destabilization of peace and stability especially during electioneering; this House resolves that the Government develops a framework that includes an Opinion Polls Control Board for the regulation and conduct of opinion polls that are factual and adhere to the rule of law."
